Office Of The Us Trustee
The United States Trustee Program is a component of the Justice Department that works to ensure the integrity of the bankruptcy system across the nation.
The duties of United States Trustees include:
- Appointing and supervising the private trustees who collect and disburse funds to creditors in bankruptcy cases under Chapters 7, 12, and 13
- Assuring compliance with the Bankruptcy Code with respect to information disseminated in cases through reports, schedules, disclosure statements, reorganization plans, and other filings.
- Reviewing fee applications of professionals, like attorneys and accountants, who serve in Chapter 11 business reorganization cases and

The United States Trustee Program was created as a pilot program by the 1978 Bankruptcy Reform Act. In 1986, Congress expanded the program from the original 18 judicial districts, and it now operates in all states except North Carolina and Alabama.
The 1986 enactment established 21 regions, each of which is administered by a United States Trustee. In addition to the 21 regional offices, there are 95 field offices, most of which are headed by an Assistant United States Trustee.

Electronic Filing And Access To Court Documents
The United States District Court for the Central District of California, like other federal courts, uses two online database systems to make court documents available to the public and to allow attorneys and parties to file documents electronically in pending cases. Next Generation Of Cm/ecf
The United States District Court for the Central District of California will be upgrading its CM/ECF software to the Next Generation of CM/ECF on February 18, 2020. NextGen is the culmination of a multi-year project headed by the Administrative Office of the U.S. Courts to provide for the current and future filing and case management needs of all CM/ECF users.
What is New for CM/ECF E-Filers in NextGen?
Central Sign-On is a new functionality that will allow attorneys and pro se parties with permission to electronically file to maintain one account across all NextGen courts . What this means is that E-filers will be able to use one login and password to access all NextGen courts where they have permission to file, as well as to access PACER for all courts.1
What Can E-Filers Do NOW to Prepare for NextGen?
What Must E-Filers Do Once the Court Upgrades to NextGen?
Once the court upgrades to NextGen, E-filers must link their existing CM/ECF accounts to their upgraded PACER accounts for Central Sign On. This linkage, however, cannot be done until AFTER the court upgrades to NextGen. After the court upgrades, you will NOT be able to electronically file until your CM/ECF account has been linked to your upgraded individual PACER account. We will provide step-bystep instructions at a later date on how to link a CM/ECF account to an upgraded PACER account.

Debtors Without Legal Representation Can Now Make Online Payments
On July 19, 2021, the United States Bankruptcy Court for the Central District of California announced that a free electronic fee payment method is not available to the public for Debtors that do not have legal representation.

Public Access To Court Electronic Records
Public Access to Court Electronic Records is an electronic public access service that allows users to obtain case and docket information from federal appellate, district, and bankruptcy courts. If you want online access to documents filed in Central District cases, you must have a PACER account. To establish a PACER account, contact the PACER Service Center or register online.
Case information cannot be obtained over the phone from the Court. PACER provides online access to case information for a fee of $0.10 per page, though the first $30 of charges per quarter per user are waived. The Court also provides free access to PACER at public terminals in the Clerks Office at each of the Central Districts courthouses.

On December 8, 2020, Chief Judge Maureen A. Tighe issued General Order 20-12 In Re: COVID-19 Public Emergency Closure of All Courthouses Through January 8, 2021 in response to the ongoing COVID-19 pandemic and to more closely align with District Court operations in light of the United States District Court Order of the Chief Judge 20-179, entered on December 7, 2020, which closes all courthouses of the Central District of California and suspends all in-person Court operations effective December 9, 2020 at 5:00 p.m. through and including January 8, 2021.
Effective December 9, 2020 at 5:00 p.m., the Edward R. Roybal Federal Building and United States Courthouse in Los Angeles, the Riverside Division Courthouse, the Ronald Reagan Federal Building and United States Courthouse in Santa Ana, the San Fernando Valley Division Courthouse in Woodland Hills, and the Northern Division Courthouse in Santa Barbara will be closed to the public, and all in-person U.S. Bankruptcy Court operations are suspended through January 8, 2021. Individuals filing bankruptcy without an attorney may file by mail or through the Courts Electronic Self-Representation module. Please refer to General Order 20-12 for specific filing requirements.
Judges will hear all matters remotely through telephonic or by video service. Previously issued guidance regarding signatures and filing fees, Social Security Number Statements, mediations, and judges or courtesy copies, remains in place.

The United States Attorneys Office for the Central District of California serves the seven counties of Los Angeles, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura. This includes a population of approximately 19 million people the largest of any federal judicial district in the country. The role of the Office is to enforce the laws and defend the interests of the United States. It does so through four primary litigating Divisions: Criminal, National Security, Civil, and Tax.
The National Security Division is responsible for investigating and prosecuting foreign and domestic terror organizations that pose threats to our nation. In addition, the Division also battles large-scale cyber crime and violations involving the exportation of sensitive technologies.

Effective February 11, 2019, Judge Martin R. Barashs pending San Fernando Valley Division Chapter 13 bankruptcy cases and related adversary proceedings will be reassigned to Chief Judge Maureen A. Tighe.
Also effective February 11, 2019, Judge Deborah J. Saltzmans pending Northern Division Chapter 13 bankruptcy cases and related adversary proceedings will be reassigned to Judge Martin R. Barash.
Following the reassignments, the judges initials at the end of the bankruptcy case and adversary proceeding numbers shall be changed to those to whom the matter was reassigned.
Judge Saltzman will be on extended leave tentatively starting in February 2019. Privacy Requirements For Filed Documents
To protect privacy of individuals, certain personal data identifiers as listed below must be edited out or otherwise deleted before a document is filed with the Court . The Court will not review filed documents to ensure personal data identifiers are removed.
Social Security/Tax Identification Numbers: If disclosure of an individuals Social Security number or Tax Identification number is required, only the last four digits of that number should be used. This does not apply to the Statement of Social Security Number .
Names of Minor Children: Only the initials of a child under the age of 18 can be included on a document.
Dates of Birth: Only the year of birth of an individual can be used.
Financial Account Numbers: Only the last four digits of a financial account number should be used.

The Edward R. Roybal Federal Building and United States Courthouse is a United States federal of the , in the district of . It is located on Temple Street in , east of and adjacent to the Federal Building at 300 N. , architect , opened in 1965.
The building was completed in January 1992 and is named for long-serving United States Congressman . In the year after its completion, 1993, it gained publicity as the site of the federal trial of the four officers who were charged in 1991’s video beating the trial being held the year after their in state court in .
Prior to the opening of the building, some controversy was stirred by the removal of a statue of a nude by sculptor , which Roybal had objected to as appropriate for a museum but not for a federal building.
